New Milton Eagles Youth Football Club (founded 1986)

Revised Constitution Document January 2006

  1. Name and Affiliation.
  2. The Club shall be called New Milton Eagles Youth Football Club (hereafter referred to as "The Club" in this document).

    The club is affiliated to the Hampshire County Football Association.

    New Milton Seagulls name may be used as an expedience where there is more than one team in the same age group who wish to play for the club.

  3. Purpose.
  4. To provide boys and girls of all ages with the opportunity to participate in football matches and/or training.

  5. Officers.
  6. The Officers shall consist of a Chairperson, Vice-Chairperson, Secretary, Fixture secretaries, Treasurer, Child Protection Officer all of whom shall be elected at the Annual General Meeting (AGM).

  7. Management Committee.
  8. The Club shall be controlled by a Management Committee (hereafter referred to as "The MC" in this document) consisting of the Officers and up to 12 other members.

    Elections will take place formally, following nominations submitted to the Secretary, prior to the AGM on approved forms. Each nomination should be proposed and seconded.

    The MC shall meet monthly (or as otherwise directed by minute) and the proceedings shall be formally recorded in a minute book.

    At any meetings of the MC five attendees, including two officers, will form a quorum for the purpose of agreeing decisions.

    Any other meetings will be called when the MC deem appropriate.

    The Club is non-profiting making and shall not have any paid officers or paid connected officers.

  9. Powers of Management Committee.
  10. All property and/or assets of the club shall be controlled by the MC.

    The MC shall have the power:

    1. to appoint such sub-committees as may be deemed necessary and shall receive reports of such sub-committees at its meetings.
    2. to suspend or expel any member deemed guilty of conduct prejudicial to the good name of the Club or contravenes any aspect of the Football Associations current Code of Conduct Guidelines.
    3. to fill such vacancies as may arise in its constitution between AGMs.
    4. to declare a seat vacant should a member be absent for three consecutive meetings without an explanation deemed to be satisfactory.

  11. Membership.
  12. Membership shall consist of playing and non-playing members.

    A register of members of the Club shall be kept by the Secretary.

    In the event of non-payment of subscription by 30th September, membership shall be deemed terminated.

    The MC shall act with discretion and treat sympathetically any request for financial aid in cases of hardship.

    A member wishing to resign or transfer shall give notice to this effect in writing to the Club Secretary, such notice to be accompanied by payment of all Club dues to that date.

  13. Subscriptions and Match Fees.
  14. The annual membership subscription, both for playing and non-playing members of the Club, shall be decided at the AGM.

    Subscriptions shall be payable not later than the 30th September annually.

    Match fees will be payable by all participating members on a weekly basis. The level of match fee will be decided by the MC prior to the start of each season.

  15. Annual General Meeting.
  16. The AGM shall be held during the month of June each year.

    The secretary shall give 14 days notice of such a meeting to all members.

    The Financial Report and Secretaries Report shall be received by the meeting which will also elect the Officers and MC based on nominations received and by ballot.

  17. Finance + Insurance.
  18. The MC shall cause to keep proper books of account.

    Official receipts for monies shall be issued by the Treasurer if requested.

    The MC shall authorise any cheques must be signed by at least two of its members.

    A cheque in excess of £300 must be authorised by the MC.

    The Clubs bank is Barclays, Highcliffe ,Dorset.

    The club will be issued with Public Liability Insurance through it's affiliation to the regional FA.

  19. 10.Child Protection Policy.
  20. The Club adopts the Football Associations (FA) Child Protection Policy procedures as outlined in the FA's policy dated May 2000 and any subsequent amendments as agreed by

  21. Code of Conduct.
  22. The Club shall abide by the Code of Conduct guidelines issued by the FA including the stated Complaints procedure.

  23. Anti-discrimination and Equal Opportunities.
  24. The Club shall adopt the FAs Code of good practice in relation to these issues and a formal statement relating to this practice is attached to this Constitution document.

  25. Alterations to the Constitution.
  26. No alterations to the Constitution shall be made except at the AGM or at a Rules Revision meeting convened for that purpose and only if proposed by a committee member.

  27. Other Business
  28. Any matters not governed by the foregoing rules shall be dealt with by the MC, the decision of which shall be final and binding.
